In this story of the longshoremen are found some of the conditions which have produced and will produce, as long as they are allowed to continue, the distress and dislocation of healthy community life which came so forcibly to the front and so stirred us in the years 1914 and 1915.

The investigation on which this report is based was made by Mr. Barnes when a fellow of the Bureau of Social Research of the New York School of Philanthropy, chiefly in the years 1910 and 1911. Mr. Barnes' study of longshoremen and their work was an intimate and careful one. Its aim is to give a picture of the men, of the conditions of labor which affect them, of the relations existing between them and their employers and bosses, and of their own efforts to co-operate with one another in trying to improve their lot in life. The facts have been gathered from all available sources and every effort has been made to make the study as comprehensive and impartial as possible. Mr. Barnes has succeeded in producing a valuable and trustworthy contribution to the history of an important industry.

The report shows clearly some of the more conspicuous and harmful forms of intermittent employment and casual labor, due partly to special features of the shipping trade and partly to over-competition of labor. Extraordinarily long continuous hours, and even days, of work result in exhaustion and breakdown. Lack of possible physical safeguards against accidents, as well as inadequate supervision over the men, results in unnecessary injuries and death. Lack of places where men may wait when work is not going on or where they may eat and sit during the lunch hour drives them into innumerable saloons which invite them continually with sympathetic hospitality.
