On the 20th day of June 1894 the most blessed Bishop of old Rome, Leo XIII., addressed an encyclical letter to the rulers and nations of the world, in which, "drawn," as he informs them, "to follow the example of our Redeemer and Master Jesus Christ, Who, when about to return to heaven, implored of God, His Father, in earnest prayer, that His disciples and followers should be of one mind and of one heart," and breathing the Spirit of his divine Master, he most earnestly invited them to unity.

He then laid it down that the true union between Christians "consists in [1] a unity of faith, and [2] a unity of government," adding further [3] that this union can no otherwise be brought about than by acknowledging "the primacy of the Roman pontiff," and appealed to the oldest traditions to verify this statement.
